Franklin Bell a 704-ton twin-screw vessel with triple-expansion engines and dimensions of 172 x 32 x 17, built at Milwaukee, Wisconsin in 1919, was assigned to the Harbor Defenses of Puget Sound and stationed at Fort Worden.
