Phelps (uss)

In September 1937, President and Mrs. Franklin D. Roosevelt sailed from Seattle on a good will visit to Victoria in the USS Phelps and USS Porter. A bronze plaque on the embankment in front of the Empress Hotel at Victoria memorializes that visit. Gordon Newell, Maritime events of 1937, H. W.
